Appearance of
extra-large 'legal' dogfarm for meat in Korea
Recently, in
Northern Jeju(Cheju), in JeJu(Cheju) Island,
Korea, a "legal" dog breeding farm for
meat was created in a large size (see photo). Cheju is the place where
many foreign tourists visit. Northern Jeju is the
region which breeds and supplies the most number
of dog for eating nation wide.
They actually have supported the legalization of
dog meat, and have continually requested for the
permission of dog butchery to the government.
However, one of the newest public servant of
Northern Jeju has cleverly used the weak point of
the legislation and gave a permission to creating
a large breeding farm.
Animal rights organization and groups and Animal
rights activists joined together for an immediate
confrontation, however, they are having a hard
time fighting back. If this breeding farm
continues to be in business, similar breeding
farms will be established throughout the country,
and it will be naturally connected to the
legalization of dog meat. If this situation
actually takes place, act opposing to dog meat
and animal rights acts will be put to the point
of termination.
In 1999, the entire animal rights activists; both
of Korea and other foreign countries have fought
against the legalization of dog meat lead by Ref.
Hong Shin, Kim. And right now, this one
public servant is trying to overcome the
legalization, which Ref. Kim could not
accomplish. The administration of Agriculture and
Forestry is opposed to the building of such
breeding farm, but interrupting the decision of
regional government becomes an informal
interruption, thus they are have a hard time in
handling this situation. It is requested for us to show
stronger resistance to this problem, but actually
in confronting this situation, they are showing
the lukewarm attitude. The outline of the situation
regarding breeding farm is as follows:
In June 2001, Sang Pyo, Hong (82-64-741-0392, hongsp@bukjeju.go.kr, Grade 8 Public Officer of
Stock Raising) wrote the content on whether the
building of breeding farm is possible or not on
the [Civil Application Bulletin] of the
Administration of Agriculture and Forestry. The
administration said that the building of breeding
farm for dogs are [possible]. And since it became
the problem, the administration asked Sang Pyo,
Hong about the content of that building, and Hong
answered that it is the institution for "pet
dogs and animal shelter".
However, it was proven that building was to breed
dogs for eating, and Hong has added that if there
is no [slaughter], there not exists the problem.
However, dogs are animals to be protected
under Animal Protection Law (cannot be bred with
the purpose of being slaughtered), and is a
detested food according to the Food Sanitation
Act (cannot be circulated or sold), and cannot
slaughter, circulate, or butcher since it is not
included in the Legislation of Live Stock
Process.
The circulation of dog meat up to this point are
all illegal, and can be said to be the
traditional circulation failing to be legal.
Currently, the Administration of Agriculture and
Forestry is clearly emphasizing the opposition
against the building of breeding farm, but is
showing lukewarm attitude towards handling the
situation. People must register complaints to the
upper government in order for them to be active.
We would like to request you to be a part of
supporter for the poor dogs being slaughtered
once again as in 1999. We would like this to be a
chance to get rid of the tradition of eating dog
meat. It is very difficult to fight against the
government ourselves. All the members are tired
and are worried since there is not an appropriate
confrontation. We need your help more than ever.
This is the moment when the dogs are to be bred
and circulated for their meat, for the first time
in the world. Stop what you are doing just for a
moment, and please give us your support.
In conclusion, we ADMH (Anti-Dogmeat Movement
Headquarters) appreciate your efforts on behalf
of animals.
